Randy Brewer called the meeting to order.
Approval of Minutes: Motion by Mr. Herbison, second by Mr. Brewer, appropriately approved and passed.
Approval of Financials: Motion by Mr. Brewer, second by Ms. Denton appropriately approved and passed showing an account balance of $111,252.05.
New Members approved at the November 7th meeting: Motion by Ms. Denton, second by Mr. Grimes, appropriately approved and passed.

Mike Smith Memorial: Board approved $500.00 memorial given to the Roane County Community Foundation. Motion by Mr. Brewer, second by Mr. Lawyer.
Legislative Reception/TEDC Day on the Hill February 18, 2004 - The board discussed adding a lunch prior to the annual legislative reception for a training program. The afternoon will be set aside to arrange meetings with legislators throughout the afternoon. Matt Kisber & Deb Woolley will be asked to brief members on issues important to ED. Randy Brewer and Mark Herbison will work on this program. Motion by Mr. Herbison, second by Mr. Brewer.
New Source Review: Board will consider making recommendations to members. Additional information will be sent to board on this subject.
Spring Conference 2004: The Spring annual conference will be held in East Tennesseee. The survey sent out shows Gatlinburg as the venue most requested. The Fall Conference will be held in Destin, FL and dates will be reviewed so that we won’t be in conflict with other meetings. The Board will offer to pay for travel for the Commissioner and up to two assistant commissioners for a commercial flight or mileage reimbursement. Also lodging will be offered. Motion by Mr. Herbison, second by Mr. Brewer, appropriately approved and passed
Sponsors: New sponsorship forms outlining the new structure will be sent to all members. We will continue with the Red, White & Blue level of sponsorships.
10. Awards: The Volunteer of the Year Award given at the Fall Conference will be restructured. A form that is simplified and shortened will be reviewed.
The Professional of the Year Award applications will be sent in January and the award will be presented at the Spring Conference. This is a new award to recognize economic development practitioners and given to individuals directly involved in economic development as a profession.
